Alt Attribute & Seo

SEO Optimization images is becoming more and more important in SEO (Seo optimization) for websites. The ALT attribute is really a critical step that is often overlooked. This can be a lost opportunity for better rankings.

In Google's webmaster guidelines, they advise using alternative text for that images in your web site:

Images:. Use the alt attribute to provide descriptive text. Additionally, we recommend utilizing a human-readable caption and descriptive text around the image.

Why would they ask us to do that? The answer is simple, really; search engines like google have the same problem as blind users. They cannot see the images.

Many webmasters and inexperienced or unethical SEOs abuse using this attribute, trying to stuff it with keywords, hoping to achieve a certain keyword density, which is not as relevant for rankings now since it was previously.

On the contrary, high keyword density can, on some search engines, trigger spam filters, which may result in a penalty for the site's ranking. Even without such a penalty, your site's rankings will not benefit from this plan.
This process also puts persons who use screen readers at a greater disadvantage. Screen readers are software-based tools that really read aloud the items in what is displayed on the screen. In browsing the net, the alt attributes of images are read aloud as well.

Imagine listening to a paragraph of text that is followed by repetitions of many keywords. The page will be not even close to accessible, and, to put it bluntly, will be found quite annoying.
What is an Alt attribute?

An ALT attribute should not be used like a description or a label to have an image, though many people utilize it for the reason that fashion. Though it might seem natural to assume that alternate text is a label or a description, it is not!

The words used inside an image's alt attribute ought to be its text equivalent and convey exactly the same information or serve the same purpose the image would.

The goal is to provide the same functional information that a visual user would see. The alt attribute text should be the "stand in" in the event that the look is unavailable. Ask yourself this: If you were to replace the look using the text, would most users get the same basic information, and would it generate the same response?
Some examples:

Some SEO Optimization Tips

If your search button is really a magnifying glass or binoculars its alt text ought to be 'search' or 'find' not 'magnifying glass' or 'binoculars'.

If the image is supposed to convey the literal contents of the image, a description is suitable.

If it is designed to convey data, then that information is what is appropriate.

If it is meant to convey the use of a function, then your function is what should be used.

Some Alt Attribute Guidelines:

Always add alt attributes to images. Alt is mandatory for accessibility and for valid XHTML.

For images that play merely a decorative role within the page, make use of an empty alt (i.e. alt="") or a CSS background image to ensure that reading browsers don't bother users by uttering such things as "spacer image".

Remember that it is the function from the image we are trying to convey. For instance; any button images should not range from the word "button" in the alt text. They should emphasize the action performed through the button.

Alt text ought to be determined by context. The same image in a different context may require drastically different alt text.

Try to flow alt text with the rest from the text because that is the way it is going to be read with adaptive technologies like screen readers. Someone listening to your page should hardly remember that a graphic image is there.
Please keep in mind that using an alt attribute for each image is required to satisfy the minimum WAI requirements, that are used as the benchmark for accessibility laws in UK and also the remainder of Europe. They are also necessary to meet "Section 508" accessibility requirements in the US.

It is important to categorize non-text content into three levels:

Eye-Candy
Mood-Setting
Content and Function

I. Eye-Candy

Eye-Candy are stuff that serve no purpose apart from to make a site visually appealing/attractive and (oftentimes) fulfill the marketing departments. There is no content value (though there might be value to some sighted user).

Never alt-ify eye-candy unless there is something there which will boost the usability from the site for somebody utilizing a non-visual user agent. Make use of a null alt attribute or background images in CSS for eye-candy.

II. Mood-Setting

This is the middle layer of graphics which might actually set the mood or set the stage so to speak. These graphics are not direct content and could not be considered essential, but they're important in they help frame what is going on.

Try to alt-ify the 2nd group as is sensible and is relevant. There might be times when doing this might be annoying or detrimental with other users. Then avoid it.

For instance; Alt text that is identical to adjacent text is unnecessary, as well as an irritant to screen reader users. I suggest alt="" or background CSS images in such instances. But sometimes, it's important to understand this content in there for those users.

Usually this will depend on context. Exactly the same image in a different context may require drastically different alt text. Obviously, content should always be fully available. How you go in this example is really a judgment call.

III. Content and Function

This is where the look may be the actual content. Always alt-ify content and functional images. Title and long description attributes can also be so as.
The main reason many authors can't figure out why their alt text isn't working is they don't know why the images are there. You have to determined precisely what function a picture serves. Consider what it is about the image that's important to the page's intended audience.

Every graphic includes a reason behind being on that page: since it either improves the theme/ mood/ atmosphere or it is critical to what are the page is trying to explain. Knowing what the image is for makes alt text easier to write. And practice writing them definitely helps.
A method to check the usefulness of alternative text would be to imagine reading the page over the telephone to someone. An amount you say when encountering a particular image to create the page understandable towards the listener?

Aside from the alt attribute you have a couple more tools available for images.
First, in level of descriptiveness title is in between alt and longdesc. It adds useful information and may add flavor. The title attribute is optionally rendered through the user agent. Remember they're invisible and not shown like a "tooltip" when focus is received through the keyboard. (A lot for device independence). So use the title attribute just for advisory information.
Second, the longdesc attribute points to the Link to a full description of an image. When the information found in an image is important towards the concept of the page (i.e. some important content will be lost if the image was removed), an extended description compared to "alt" attribute can reasonably display ought to be used. It may provide for rich, expressive documentation of the visual image.

It should be used when alt and title are insufficient to embody the visual qualities of an image. As Clark [1] states, "A longdesc is a long description of the image...The aim is by using any period of description essential to impart the facts from the graphic.

It wouldn't be remiss to hope that a long description conjures an image - the image - within the mind's eye, an analogy that holds true even for the totally blind."

Although the alt attribute is mandatory for web accessibility and for valid (X)HTML, not every images need alternative text, long descriptions, or titles.

In many cases, you're better off just choosing your gut instinct -- if it's not essential to incorporate it, and when you don't have a strong urge to do it, don't add that longdesc.

However, if it's necessary for the whole page to operate, then you have to include the alt text (or title or longdesc).

What's necessary and what's not depends a lot about the function of the image and it is context about the page.

Exactly the same image may require alt text (or title or longdesc) in one spot, but not in another. If the image provides absolutely no content or functional information alt="" or background CSS images may be appropriate to use. However, if the image provides content or adds functional information an alt would be required and maybe even a long description will be in order. Oftentimes this type of thing is a judgement call.

Image Search Engine Optimization Tips

Listed here are key steps in optimizing images:

Select a logical file name that reinforces the keywords. You should use hyphens within the file name to isolate the keyword, but avoid to exceeding two hyphens. Avoid using underscores as a word separator, such as "brilliant-diamonds.jpg";

Label the file extension. For instance, when the image search engine sees a ".jpg" (JPEG) file extension, it's likely to assume that the file is a photo, and if it sees a ".gif" (GIF) file extension, it's likely to assume that it is graphic;

Ensure that the written text at the image that is highly relevant to that image.
Again, do not lose an excellent opportunity to help your website with your images searching engines. Use these steps to position better on all the engines and drive increased traffic for your site TODAY.

"Getting data privacy 'right' is an economic and social imperative. Trust and confidence in the security and privacy of the critical systems of our planet - especially the digital version of its central nervous system, the Internet - is foundational to individuals' continued engagement and reliance on such things as online commerce, e-health and smart grids. If individual consumers don't feel that their privacy and security are protected, they will not support modernization efforts, even though the capabilities of technology advancements are proven and the potential benefits to society are extensive.

"Here's an example of the tensions we face: The ability of smart grids to conserve resources relies on the ability of, and commitment from, consumers to monitor and modify their individual usage. An individual using a smart meter understands the difference in the cost of using electricity at peak versus non-peak hours and could opt to lower their usage during more costly time periods. At the same time, data from the meters can reveal sensitive information such as work habits, shower schedules, use of medical devices such as dialysis, and whether or not a house is occupied."

"I don't worry that the technology will have a negative impact on consumer privacy," wrote Mark Roberti, founder of RFID Journal in a June overview of the state of the RFID market where privacy is concerned. "Instead, I worry that ignorant legislators trying to score points with uninformed voters will pass laws that limit the many benefits RFID can deliver--and that is a much bigger threat to consumers."

Today's agreement in Europe appears not to be the kind of legislation Roberti feared. As a framework focused on self-reporting it may be too little, ultimately, but it's a start.

Charlie Sheen’s use of technology and web 2.0 has earned him big dollars and a ‘winning’ formula for his own personal brand.

The Two And A Half Men star has greatly benefited from his own ability to embrace the internet, exploring all the marketing tools available to him. From breaking a twitter record, to hosting his own internet show on Ustream, the actor has done what few in Hollywood have ever achieved. Parody videos created by fans and websites dedicated to his one-liners are giving the actor non-stop free promotion and this in turn has created an audience of marketers for Charlie Sheen.

His infamous ABC interview gave birth to many of the viral video spoofs we have seen of his ‘radical’ behavior, which in turn, has fueled his twitter fan growth, and other media interview requests. With so many people discussing and sharing his antics, his own brand of controversy has been implanted onto the web, and has helped him sell tickets for his tour dates.

On top of that, Sheen’s regular updates with his fans on twitter provide a direct relationship and route to market. Sure that sounds a little cold, but he does have a following he can reach out to about his products.

Looking at what he did this week, Sheen took the next step in his own web fueled marketing campaign by making a self-parody video. This clever twist gave yet another viral hit to his name, as bloggers and social media re-posted and discussed how outrageous it was to see him spoof himself.

With many dates left on Charlie Sheen’s tour, the actor has a non-stop ‘Bi-Winning’ 24/7 marketing campaign, and other celebrities in the entertainment industry should learn from his online success.

Apple should see a material dip, on top of the one that occurred
after I indicated that I was short the stock on March 16th. Before we
delve into my opinion, let’s peruse the news from 1 a.m. this morning:

WSJ: Apple Crunched in Nasdaq Rebalance- In
a move likely to ripple across the stock market, Nasdaq OMX plans to
announce a rare rebalancing of its Nasdaq-100 index, which will reduce
the big weighting of Apple, which currently makes up more than 20% of
the index.

Bloomberg: Apple’s Weight in Nasdaq-100 to Be Reduced as Microsoft, Cisco Are Raised

So, why do you think Nasdaq decides to reduce Apple’s weighting now?
Well, the competitive pressures that Apple faces are nigh guaranteed to
make it impossible for it to fulfill the pie in the sky expectations
that are being built for it.  That in combination with a 20% weighting
create a recipe for a guaranteed crash in the Nasdaq unless something
was done about it. Signs of heavy reliance on on or two products for 70%
of their profit, while sourcing the most important parts of those
products from their biggest competitors, were starting to show. iPad 2
supplies are tight due to Japan’s woes, and Apple does not have the
mobile computing product diversity to handle it like the 150 or so
Android competitors it is battling. This means much more than just a gap
in profits for the quarter. These companies are in race, and Apple is
being forced to give up some of its lead due to diversification issues –
issues that Android manufacturers (who are more diversified because
there are so many more of them from different places) don’t have, or at
least not to the extent that Apple does. Thus, Samsung, LG, Asus, HTC,
etc. will be rolling out to customers who may have had an Apple iPhone
or iPad.

This is also another (of many) massive triumphs of BoomBustblog
research over that of the most esteemed Godman Sachs who put a $430
price target on Apple just as it was making all time highs and in direct
contravention to BoomBustBlog’s stated logic. See Shorting Apple and Why Software Developers Can Make More Money On Android Wednesday, March 16th, 2011

I have finally started dabbling with Apple

obvious to anyone who is objective and follows BoomBustBlog. It is
significantly more risky shorter term. Alas, there are marginal gains
already, and once they accrue to the point of indemnifying my trailing
stop, I will add more. After I finish the current leg of my global real

tidbits of the modeling (I have already offered subscribers significant
info on why I think Apple is a risky long play). From a contrarian

Didn’t you get the memo? I’m sure many traders have spurned Apple due

Apple co-founder Steve Wozniak said in an interview this week that he would consider returning to an active role at the company he helped start if asked.

During an interview in England this week, Wozniak said, "I'd consider it, yeah," when asked whether he would play a more active role if asked, Reuters reports.

Wozniak, Steve Jobs and Ronald Wayne founded Apple Computer in 1976. Wozniak left his full-time role with the company in 1987, but remains an employee and shareholder of Apple.

Since leaving Apple, Wozniak has been involved in a wide range of entrepreneurial and philanthropic endeavors. He currently serves as Chief Scientist for storage company Fusion-io.

Meanwhile, Jobs is currently taking an indefinite leave of absence to focus on his health, though he remains CEO of Apple and continues to be involved in strategic decisions.

Wozniak, who has widely been acknowledged as the technical genius behind Apple's early success, believes that he has a lot to offer the company he helped start, which went on to become the world's second-largest company in terms of market value.

"There's just an awful lot I know about Apple products and competing products that has some relevance, some meaning. They're my own feelings, though," Wozniak said during the interview.

When asked his opinion on Apple today, Wozniak praised the company for its track record with recent products. "Unbelievable," he said, "The products, one after another, quality and hits."

Even so, Wozniak admitted that he'd prefer Apple's devices to be more open, so he can "get in there and add [his] own touches." Last December, Wozniak revealed that he had purchased a DIY kit for the iPhone 4 and "modded" the device into the as-yet-unreleased white version.

"My thinking is that Apple could be more open and not lose sales," said Wozniak, while adding, "I'm sure they're making the right decisions for the right reasons for Apple."

Wozniak has been committed to openness since the beginning. In December, Wozniak told reporters that he didn't design the original Apple I to make a lot of money and had given the designs away for free after his former employer HP showed no interest in the computer.

Over the years, entrepreneurs and corporate executives have devised any number of clever ways for getting rich off the working poor, but you'd have to look long and hard to find one more diabolically inventive than the RAL. Say you have a $2,000 tax refund due and you don't want to wait a week or two for the IRS to deposit that money in your bank account. Your tax preparer would be delighted to act as the middleman for a very short-term bank loan—the RAL. You get your check that day or the next, minus various fees and interest charges, and in return sign your pending refund over to the bank. Within 15 days, the IRS wires your refund straight to the lender. It's a safe bet for the banks, but that hasn't stopped them from charging astronomical interest rates. Until this tax year, the IRS was even kind enough to let lenders know when potential borrowers were likely to have their refund garnished because they owed back taxes, say, or were behind on child support.

Hewitt didn't invent the refund anticipation loan. That distinction belongs to Ross Longfield, who dreamed up the idea in 1987 and took it to H&R Block CEO Thomas Bloch. "I'm explaining it," Longfield recalls, "but Tom is sitting there going, 'I don't know; I don't know if people are going to want to do that.'"

Tax-prep shops are as common as fast-food joints in many low-income neighborhoods—there are at least half a dozen on one three-block stretch of South Broadway in Yonkers, N.Y., where these photographs were taken. A few offer reasonably priced accounting, while others charge hundreds of dollars for 20 minutes of work. But Longfield knew. He worked for Beneficial Corp., a subprime lender specializing in small, high-interest loans for customers who needed to finance a new refrigerator or dining-room set. His instincts told him the RAL would be a big hit—as did the polling and focus groups he organized. "Everything we did suggested people would love it—love it to death," he says.

He also knew Beneficial would make a killing if he could convince tax preparers—in exchange for a cut of the proceeds—to peddle this new breed of loan on his employer's behalf. Ultimately, Longfield persuaded H&R Block to sign up. But no one was as smitten as John Hewitt—who understood that people earning $15,000 or $20,000 or $25,000 a year live in a perpetual state of financial turmoil. Hewitt began opening outposts in the inner cities, Rust Belt towns, depressed rural areas—anywhere the misery index was high. "That was the low-hanging fruit," he says. "Going into lower-income areas and delivering refunds quicker was where the opportunity was."

Customers wanting a RAL paid Jackson Hewitt a $24 application fee, a $25 processing fee, and a $2 electronic-filing fee, plus 4 percent of the loan amount. On a $2,000 refund, that meant $131 in charges—equivalent to an annual interest rate of about 170 percent—not to mention the few hundred bucks you might spend for tax preparation. "Essentially, they're charging people triple-digit interest rates to borrow their own money," says Chi Chi Wu, a staff attorney at the National Consumer Law Center.

In 1988, the first year he began offering the loans, Hewitt owned 49 stores in three states. Five years later, he had 878 stores in 37 states. And five years after that, when Cendant Corp.—the conglomerate that owned Avis, Century 21, and Days Inn—bought Jackson Hewitt for $483 million, his earliest backers received a $2 million payout on every $5,000 they'd invested. Today, with 6,000 offices scattered across the country, Jackson Hewitt is more ubiquitous than KFC, and has about as many imitators.

THERE WOULD BE NO refund anticipation loans, of course, without tax refunds. And by extension there would be no RALs without the Earned Income Tax Credit, the federal anti-poverty initiative that served as the mother's milk nourishing the instant-refund boom. Welfare reform was the catalyst for the EITC, which was aimed at putting extra cash in the pockets of low-income parents who worked. What motive does a single mother have to get a job, conservative thinkers asked, if there was scant difference between her monthly take-home pay and a welfare check? It was Richard Nixon who first floated the idea that led to the Earned Income Tax Credit; Ronald Reagan dubbed it "the best pro-family, the best job creation measure to come out of Congress." In 2007, the US Treasury paid out $49 billion to 25 million taxpayers.

Roofing Contractors Vancouver - 5 Inquiries to Ask yourself

Roofing Vancouver - Frequently Asked Questions

1. Repair or Replace?

There's no opinion as an expert opinion. Most contractors will provide you with a free estimate. Get a summary of a few trusted contractors and phone them well ahead of time of when you want to get your roof fixed to help you compare costs and opinions.

2. Beauty versus Practicality?

Discuss this together with your spouse or partner. (The kids could care less...at least the young ones.) Truth is, nobody wants an ugly roof the same as nobody wants to be viewed with bed hair. If you've got a good quality roof and you just have to repair it, it's worth it to pay for the price of the original shingle instead of doing patchwork. A roof replacement doesn't happen very often (hopefully!) and thus make a decision that suits you and your family well or it'll stick out like a sore thumb everyday you decide to go home.

3. Should I replace the rooftop so I can sell the home for additional?

Consider this very carefully prior to making a decision. Depending on the roofing material you select, a brand new roof can last anywhere from twenty, fifty, to one-hundred years! This means you need to check the year from the roof that's currently too deep first. Are you at year 18 of a 20-year warranted roof or year 30 of the 50-year warranted roof? Obviously, the standard is what makes the rooftop last longer, but when you're not planning to stay in your current home throughout your life, the higher expense may not be worth your investment. Although a new roof can enhance the worth of your value, the rise might not be enough to pay for your investment and that's bound to hurt your wallet.

4. Is it a good idea for me to repair the roof myself?

Sure it is. But before you need to do, consult an expert first. You can do it yourself, however, you shouldn't be a complete ‘lone ranger.' With respect to the extent of your repair, you might or may not change your mind. In either case, it will help to obtain a professional eye on the problem first and maybe even a free quote so you can do the math later and find out if it's truly worth your time and effort, sweat, and cash to be mister or miss fix-it.

5. When is a good time to find the roof replaced?

Weather may cause delays from days to weeks. Most people plan ahead to have their roof replaced in the summertime once they know someone is going to be home during the day for any solid fourteen days. Once you have this era in mind, create a call to some trusted contractor months in advance to obtain a quote. Some companies get booked up fast and odds are, they're the most reputable. Preparing in advance from the summer also gives you time to ask around more and compare costs...especially if you want to have the roof done by a particular date.

What is Difference Between Commercial Roofing Companies From Residential Roofing Companies

If you are hiring a roofing company to re roof your home or building then you may be wondering what are the differences are between residential roofing companies and commercial roofing companies. To start with, the main one big difference is that often times an industrial roofing company may have signed a contract with and be obligated to some roofing union in in a position to work on union commercial jobs.

If this sounds like the case then their labor costs will prohibit them from working on non union residential jobs. Beyond that, if a commercial roofing company hasn't signed an agreement with a union they might be outfitted just for commercial jobs and that means that their workers and equipment may not be consistent with smaller residential jobs.

Residential roofing contractors in general often run smaller companies and hence, are more capable of bid competitively on residential jobs, which are usually smaller than comercial jobs. In fact, often times residential roofing contractors will run one man operations, in which the contractor that you simply talk to may be the one that actually does the work on the building.

Also, liability insurance for commercial roofing is more expensive and a larger bond is required for a commercial roofing work which can make it not economical for a commercial roofer to complete residential roofing jobs.

Still one more factor is the fact that commercial jobs can operate on tighter time frame for any number of reasons, requiring a commercial contractor to employ a larger crew or crews which again makes smaller jobs less profitable for them.

Difference Between Commercial Roofing and Residential Roofing

Are you aware that the roof of a house or building includes a huge effect on the entire structure itself? Damage caused to roofs because of natural or another disasters causes a considerable lack of property everywhere. The type of materials accustomed to construct the roof that ought to be sturdy and long-lasting, the way in which the roof continues to be installed and even its timely maintenance are very crucial. There's two kinds of roofs that are utilized on all the buildings that we see around us: commercial and residential. Even though it might seem that commercial roofing is performed only for businesses or offices and residential roofing is performed for apartments and houses, the truth is the differences tend to be more complicated than that.

residential by jpignanello

Residential roofing is generally completed by just one hired contractor but commercial roofing usually takes an entire team to complete the job. The reason being an industrial roof tends to be larger when it comes to square feet than a residential roof.
Commercial roofs are necessary carefully keeping the nature and reason for your building in your mind. For instance, when there is a cafe or restaurant within the building then external components like ventilation systems, smoke stacks and pipes will be required. Residential roofs usually do not have such components apart from a chimney or two at the most.
Commercial roofs is commonly flat in design to support further changes at a later period, whereas most residential roofs have peaks along with other architectural features like roof gardens.
Commercial roofing is much more expensive than residential roofing due to the special tools, materials and safety equipment that are needed onsite. Usually the patching or maintenance jobs are completed in segments unlike for a residential roof where the repair or replacement work can be carried out a short time. This is one more reason why the equipment employed for residential roofs is often smaller and less expensive too.
Commercial roof installations have a longer time to complete in comparison to residential roof installations and therefore are usually constructed in large sections. During this phase however, you should make sure that there are no leakages, cracks or other visible wear and tear signs as it can certainly cause considerable harm to the entire building.
You should install the best roof for any building based on its purpose. Ensure that you hire a construction company that uses top notch materials and it has the best equipment for the job or neglect the may turn to be considered a huge loss later.

'Counter-Terror' Policy Targets Uyghurs

2011-04-07
A new report says China uses the threat of terrorism to crack down on Uyghurs in Xinjiang.

China's anti-terrorism policy deliberately targets ethnic minority communities such as Uyghurs and Tibetans struggling for greater autonomy, according to a white paper by a rights group.

The policy equates terrorism with groups pushing for more self-governing rights, is too broad in scope, and shirks international human rights commitments, said the Hong Kong and New York-based Human Rights in China (HRIC).

The paper looked into human rights concerns within the Shanghai Cooperation Organization (SCO), a regional intergovernmental organization which includes China and five other member states-Kazakhstan, Kyrgyzstan, Russia, Tajikistan, and Uzbekistan-with a total population of 1.5 billion people.

It said the SCO approach to counter-terrorism, modeled on China'sThree Evils doctrine, and highlighting principles of territorial integrity, noninterference in internal affairs, and social stability, contributes to supporting repressive regimes at the expense of human rights.

A failure to demand accountability from the SCO undermines the effectiveness and integrity of the international system in countering terrorism and advancing rule of law, peace, and security, HRIC said.

"China's approach to counter-terrorism is the Three Evils doctrine, and it links terrorism with separatism and extremism," HRIC director Sharon Hom said in an interview.

"This Three Evils approach is overbroad, highly politicized, and while not exclusively applied only to ethnic minority groups, it is regularly applied to Uyghurs and Tibetans in its practice."

Hom said other SCO member states follow China's lead by recognizing Xinjiang and Tibet as inalienable territories of China and repatriating its ethnic minorities who seek asylum within their borders.

"China has enormous clout in the SCO, and you can also see it in the ways in which the other SCO member states and the SCO will completely parrot China's line and China's policy on these two so-called autonomous regions."

Treatment of Uyghurs

The HRIC white paper said it found "serious issues" concerning China's treatment of Uyghurs, including the principle of non-refoulement and potential use of torture during interrogations.

Regulations specific to Xinjiang became part of China's domestic counter-terrorism legal framework in December 2009 when provincial-level lawmakers revised the region's Comprehensive Management of Social Order.

Through the revisions, Chinese authorities were ordered to specifically crack down on the three threats of "terrorism, separatism, and extremism" in the aftermath of the July 2009 ethnic violence in Urumqi which left hundreds dead, according to official media reports.

HRIC called the amendments "unique" to Xinjiang, adding that "such singular focus by the Chinese government ... suggests that the concept of terrorism has been applied in a biased fashion, with the Uyghur community the subject of intense scrutiny and suspicion."

It noted that while China does face real threats of terrorism, "the limited involvement of Uyghurs in terrorist acts cannot serve as justification of widespread repression throughout [Xinjiang] or the labeling of peaceful Uyghur activists under the rubric of the Three Evils."

Adherence to rules

But despite its reliance on the Three Evils doctrine, HRIC wrote, China continues to claim that it is acting to "firmly uphold and fulfill the resolutions of the United Nations General Assembly and the Security Council," according to a statement by the Chinese Ministry of Public Security (MPS).

Under U.N. rules, China pledged to oppose the "arbitrary widening" of the scope of fighting terrorism and identifying terrorism with any specific ethnic group or religion.

"The Three Evils doctrine undermines this principled approach and, in doing so, compromises human rights guaranteed under international law, and international counter-terrorism efforts as a whole," HRIC said.

HRIC recommended that Beijing narrow its "Three Evils"-based approach to national security and reformulate its definition of terrorism.

On June 24 last year, Chinese authorities announced they had broken up a "terrorist" ring of a Uyghur separatist group, the East Turkestan Islamic Movement (ETIM), after arresting more than ten of its members involved in an alleged major plot against China.

The announcement said that information leading to the arrest had been obtained through the investigation of 20 "individuals of Chinese citizenship" who had been deported to China on December 20, 2009-the exact date that Cambodia deported 20 Uyghurs seeking asylum following the July 5 ethnic unrest in Urumqi.

The statement also indicated that several of the alleged ETIM members had confessed to participating in a wide array of terrorist activities during interrogation.

Human Rights Watch said in February that the Cambodian government has a "dismal track record" of deporting refugees granted asylum status by the UNHCR, particularly those from neighboring countries such as China and Vietnam.

Ethnic tensions

Millions of Uyghurs-a distinct, Turkic minority who are predominantly Muslim-populate Central Asia and the Xinjiang region.

Ethnic tensions between Uyghurs and majority Han Chinese settlers have simmered for years, and erupted in riots in July 2009 that left some 200 people dead, according to the Chinese government's tally.

Uyghurs say they have long suffered ethnic discrimination, oppressive religious controls, and continued poverty and joblessness despite China's ambitious plans to develop its vast northwestern frontier.

Chinese authorities blame Uyghur separatists for a series of deadly attacks in recent years and accuse one group in particular of maintaining links to the al-Qaeda terrorist network.
